A Historic First: Honouring Professor Datuk Dr Awang Bulgiba as SPM’s First Emeritus Professor

The Department of Social and Preventive Medicine (SPM) marks a defining milestone in its history with the conferment of Professor Emeritus upon Professor Datuk Dr Awang Bulgiba Awang Mahmud at the 65th Convocation of the University of Malaya in 2025. As the first academic from the Department to receive this distinction, his recognition is both a personal honour and a collective achievement for SPM.

This moment signals the maturation of the Department’s academic legacy, one built on decades of scholarship, leadership, and commitment to advancing public health. Professor Awang Bulgiba’s career stands as a cornerstone of that journey.

A Trailblazer in Public Health and Digital Innovation

Professor Awang Bulgiba has consistently operated at the forefront of his field. As Malaysia’s first medical doctor to obtain a PhD in Health Informatics, he anticipated the critical role of data and digital systems in transforming health care and public health practice.

His academic distinction is further underscored by an unprecedented combination of five fellowships, FFPH, FPHMM, FAMM, FASc, and FISC, reflecting recognition across clinical, scientific, and policy domains. These achievements position him as a unique bridge between epidemiology, informatics, and health systems leadership.

Institutional Leadership with Measurable Impact

His leadership contributions to the University of Malaya have been both strategic and transformative. Serving as Deputy Vice-Chancellor for Research and Innovation (2012–2015) and subsequently for Academic and International Affairs (2015–2018), he played a central role in strengthening research ecosystems and expanding global engagement.

During this period, UM experienced a significant rise in global rankings, reflecting improvements in academic reputation, research productivity, and international collaboration. Importantly, these gains were underpinned by systemic reforms that continue to benefit the institution.

Advancing National and Regional Public Health Systems

Beyond the university, Professor Awang Bulgiba has contributed extensively to national and regional health governance. His roles as Secretary-General of the Academy of Sciences Malaysia and Council Member of the Academy of Medicine Malaysia highlight his influence in shaping science and health policy.

He has also been instrumental in building research capacity and networks. The establishment of the Julius Centre UM, now the Centre for Epidemiology and Evidence-Based Practice, stands as a lasting contribution to Malaysia’s research landscape, fostering evidence-based approaches in clinical and public health decision-making.

Leadership in Times of Crisis

During the COVID-19 pandemic, Professor Awang Bulgiba’s expertise was called upon at the highest levels. Appointed by the Ministry of Science, Technology and Innovation (MOSTI), he chaired the Independent COVID-19 Vaccination Advisory Committee and led the COVID-19 Epidemiological Analysis and Strategies (CEASe) initiative.

His leadership during this period combined technical rigour with public engagement, helping guide national vaccination strategies while contributing to informed public discourse through his published reflections.

Scholarship, Recognition, and Enduring Contribution

With more than 150 Web of Science-indexed publications, Professor Awang Bulgiba has made substantial contributions to epidemiology and public health scholarship. His work extends into academic leadership development, influencing national higher education transformation initiatives.

His achievements have been recognised through numerous awards and honours, including the APACPH Excellence in Leadership Medallion and the UM Eminent Scholar Award, alongside national distinctions that reflect his service to society.
