The Centre for Epidemiology and Evidence-Based Practice (CEBP) would like to invite you for a talk on “Engagement of the Private Sector for Universal Health Coverage in Pluralistic Health Systems” by Prof EK Yeoh. Prof EK Yeoh is a Professor of Public Health and Director at the JC School of Public Health and Primary Care of the Chinese University of Hong Kong. Abstract
Public financing is the critical infrastructure for Universal Health Coverage (UHC). This is needed to protect significant proportions of the populations from financial hardship in paying for needed health care which exceeds their capacity to pay. To meet the goals of UHC, the stewardship role of government is essential to ensure public resources invested in health services serve the public interest which encompass defining the roles of the private sector in the context of UHC, i.e., [i] potential role of the private sector in the publicly financed, universally accessible health system and [ii] the accessory role of the private sector in providing health care beyond the publicly financed system.
The strategies, mechanisms and policy instruments that can be used to engage the private sector for UHC are context specific and will be determined by the structure of health system financing and provision, health needs, system issues, challenges and priorities. This is particularly challenging for pluralistic health systems with segmented public and private provision. The talk will present studies on the responses of the Hong Kong Special Administrative Region to these challenges.

Professor Yeoh is Professor of Public Health, Director at the JC School of Public Health and Primary Care of the Chinese University of Hong Kong (CUHK) and also Head of Division of Health System, Policy and Management at the JC School of Public Health and Primary Care. His research is in health systems, services and policy with an interest in applying systems thinking in studying how the complex components of health systems interact and interrelate to improve health. From 1990 – 1999, Professor Yeoh was head & the first Chief Executive of the Hong Kong Hospital Authority with the responsibility of the management and transformation of the public hospital system. As Secretary for Health, Welfare and Food of the Government of the Hong Kong Special Administrative Region between 1999 and 2004, he established systems in health care delivery, financing and quality assurance for a vision of “a lifelong investment in health.”
