Dalam satu temubual dengan AstroAwani, Professor Datuk Dr Awang Bulgiba Awang Mahmud berkata pendekatan yang boleh diambil termasuklah memperkenalkan skim pengampunan bagi warga asing pulang ke negara asal mereka. Beliau juga menyatakan bahawa Malaysia boleh menggunakan khidmat Pertubuhan Bukan Kerajaan (NGO) selain pemimpin atau individu yang berpengaruh bagi komuniti warga asing supaya warga asing tampil untuk menjalani ujian saringan COVID-19.
