Dr Hoe is a Professor of Occupational and Environmental Health and an Occupational Physician with a practice in the University Malaya Medical Centre (UMMC). He heads the Department of Social and Preventive Medicine, Faculty of Medicine, UM, and the is a member of the Public Health Department and Occupational Safety, Health and Environmental (OSHE) Unit in UMMC. He was also elected as the Senate Representative for the Faculty of Medicine, Universiti Malaya from 2022-2024.
Dr Victor Hoe is a Public Health Medicine Specialist registered with the National Specialist Registry (NSR). He holds a Doctor of Philosophy in Occupational Health and Safety from Monash University in Melbourne Australia. He also has the Master of Public Health, Master of Public Health (Occupational Health) and Master of Engineering (Safety, Health and Environment) from the University of Malaya, and the Master of Occupational Safety and Health from the University of Turin and the International Labour Organization – International Training Centre in Turin, Italy.
He has received the ILO Master Fellowship from the International Commission for Occupational Health
He has worked with ExxonMobil, Department of Occupational Safety and Health (DOSH), Social Security Organisation (SOCSO), National Institute of Occupational Safety and Health (NIOSH), and Ministry of Health during his industrial training, and has worked at Hospital Kuala Lumpur as House Officer and Medical Officer, and Pengkalan Hulu Health Clinics, Hulu Perak as Medical and Health Officer.
During the COVID-19 pandemic, Dr Hoe is a member of the University Malaya Medical Centre COVID-19 task force. The UMMC COVID-19 Task Force started on the 25 January 2020 when the first case of COVID-19 was diagnosed in Malaysia. He was part of the team who develop the Standard Operating Procedures for various COVID-19 related activities. He was charged with the responsibility to ensure the safety and health issues in the hospital.
Professor Hoe is also a registered Public Health subject consultant for Environmental Impact Assessment (EIA) studies with the Department of Environment Malaysia. He has completed various EIA projects with various consultation firm. The EIA projects are the establishment of a cement plant in Gua Musang, Kelantan, a hydroelectric project in Jerantut, Pahang, aluminium smelter plant expansion project in Bintulu, Sarawak, and petrochemical plant expansion in Pasir Gudang, Johor.
Professor Hoe’s research interest includes worksite wellness, musculoskeletal disorders, ergonomics, health risk assessment, Evidence-Based Medicine and systematic reviews.
